Change F1 F2 and F3 to Copy, Paste and Cut - Windows XP

I want a program that I can run to change my F1, F2 and F3 keys to Copy, Paste and Cut, I should be able to run the program to turn them off as well.
Thats all I need. The operating system is Windows XP Professional. I want to be able to use this on any of my computers.
These shortcuts should work in any program that Ctrl+C, Ctrl+P and Ctrl+X do.

Added requirement:
If I copy text off a web page or another program like MS Word and I want to strip all of the formatting out of it before I paste it into another program, I usually have to paste it into notepad, then copy it again and paste it out. Would it be possible to have another key, like F5 that pastes out text with all of the formatting stripped out?
I would pay $20 extra for this if it is possible, is it?
