Greetings, I'm an expert network programmer with overall more than 20 years of experience. Regarding your project - Windows service can be created in 1 hour. Telnet server requires 1-2 days of programming max. So overall project should be done in 2-3 days including testing. Of course if you need any very complicated processing logic then it'll increase development time (and I have to adjust my bid then). I am a VB.NET expert, and I have done a fair amount of telnet-ting to Unix/linux based servers. I have written a number of Windows-service applications. I'm guessing you have file-transactions that take place, or the service needs to watch a web-service, for transactions to take place, then perform its duties. You said the basic structure is in place, it just needs to be ported to the service-architecture. I'm assuming your going to install the Win-service on a server, or on a machine that will be able to constantly monitor the incoming transactions.
