Automatic rSync Backup via Internet, configed by online xml/txt files

I am searching for a coder who can write an automatic backup application running on a windows xp machine. The backup should store some access database alone with other files on a remote machine via sftp. The script/programm itself must be able to start with a command line or the best option would be some kind of asp interaction, as their is a iis running on the Windows XP client.

The information which files to backup and the sftp connection information should be integrated by a xml or text file which is downloaded from a predefined url as soon as the app starts.

It is not important which programming language is used for this program, but it needs to be fast to install, sheduleable over internet (e.g. using asp to start the app), secure and "hidden" for the client so he does not need to care about anything for his update.
