Basic CMS system needed

I need a basic CMS system that allow me to: 1) Put a logo at the top of a web site, header and footer editor 2) Allow me to add 5-7 or more links to the top menu 3) Allow me to add 5-7 or more links to the left menu 4) Page editor to add\update pages, pictures on the page, meta tags, title for the page etc 5) Should create Static html pages that work in IE & Mozilla browsers Firefox etc. 6) Should be able to create Static simple forms html pages that can be emailed 7) Should be easy to use if we want to create 5 simple sites or more. All database driven simple web sites. 8) A non-technical user should be able to add\update\delete pages, links using the admin panel. 9) user account creation who can edit content Preferably in C# based on SQL 2000 ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform C#, SQL 2000, Windows 2003 server, IIS
