android mobile sms apps design / customise

Looking for someone who can design / customize open source project for us to make it work for our environment. A few main important features needed 1. manage multiple phones sms messages from the hosted web interface 2. Able to set auto reply sms messages from templates 3. Setup call forward to any number as needed 4. SMS forward 5. Auto pop up new phone calls and sms message on the dashboard 6. Solution accessible low speed internet connect such 3g internet 7. Able to connect api We are at the moment using airdroid but some feature we don't needed and some feature are missing on there.
