Build a Desktop Program

Would like an Application or a Program to resize any windows I choose to full screen and stay in full screen mode on the desktop sort of like being in a zoom out view on your desktop so you can see all your windows open at the same time in full screen mode so you see what you can work on. Also resizing any Window that is full screen to the way you want it if you understand how this works great here is a good example to see what I want done [login to view URL] check it out but I want to work in this type of Window look not zoom back in when you click one of the windows I want it to stay in this View while working on things on the Desktop Window screens.
