Build an auto-posting script

Hi there! I need an auto-posting script that will automaticly post more than 100 new ads 2 times per day. It can be any programming language, any technology but the only thing - I need it works on the site. The site is [login to view URL] 150-200 ads need to be replace by the new ones (or just refresh) at 7a.m. and 6 p.m. daily. Who can do this? I need estimates of the timing and the price.
