Delphi Component LED Bitmap Editor

I need a VCL component for Delphi 7. This VCL is a special bitmap editor. Is? WYSIWYG editor that emulates a LED panel (see attached picture) it is monochrome and must have the following specs: -Programable width and height. -Programable Led on / led off colour -Must have objects text and picture (load a smaller bitmap) -Must permit change a individual LED on and off by double clicking -Must permit? click an object and move? it around the bitmap.? -File save/load ? as a standard Bitmap -File save/load as custom file. Custom file is a binary file that the 2 first 2 bytes are width and height and the other bytes the LED status. Example a 32x32 bitmap as 130 bytes. 2 for dimension and 128 to LEDS (4x32 or 32x4) The purpose of the final send information to a LED panel. The user must edit the bitmap as it was the panel itself.
