Crawler for Google+, Instagram and Twitter

Hi there, This is to write a program that can use the API for Twitter/Google+ and Instragram to gather data from it for as many users as possible for USA and Canada (possibly UK) i.e. several million records. I will provide access to MS Azure SQL Server cloud and can buy proxies as needed. I need mainly LOCATION, username, past employment and education. I need a way once running to also in future update and add to the data repository as well as update current records with new data a user might have updated their profile with.
