Convert HTML Form input to Base64. PHP also required.

Hello, I have a simple un-styled form and upon a user entering data into the form and clicking submit I want it to convert user data to base64 and update the form action url. This will then pass data to a pop-up chat window, see example: [login to view URL] The php function on this page may or may not be of help to you: [login to view URL] So to clarify the from will get data (Name, Email and Question) from user input and then display whatever they have typed in onto the chat window page. To test you do not need the chat software installed. I have attached my example html form which you can work on. The top form is a template showing you where the necessary variables should go.
