Create a Wordpress simple plugin

My budgets is $25. I need a plugin that creates a dropdown for the default text editor for WordPress 3.9. You can see an image of my editor below. The link below explains how to make a button that drops down showing all the styles in a CSS style sheet. Please make such a plugin with some nice styles in a css sheet. I will later update the CSS sheet to exactly the styles I want. When I update the style sheet it should update the choices in the drop menu in the text editor.
