A Wordpress database admin theme created and a plug in to tie it to a wordpress page

I am looking for someone to write an admin theme for wordpress in which I can store the details of retailers and their affiliate links. On the page of each retailer I will be adding and removing offers regularly as they arise. The retailer page would need to hold information such as an image file, the main affiliate link, what term the company uses in search engines, and a brief description. The subsequent offer page for each retailer would also need an array of fields mainly dealing with offer type, what the discount code is, start and end dates and various others which can be discussed at a later date. I would also require a plug in so that this information could be displayed using shortcode, in a box format on a wordpress site. This box would display a logo on the left hand side which is pulled from the main retailer page and various information on the right hand side which is pulled from the offer page of the databse, this would include a click to reveal button for specialised codes. The box would also need to be responsive to adapt to variying widths and the changes from laptops to tablets and phones. The main details would be discussed during the course of creating the database and the plug in.
