Audio/Visual software program

Hello Freelancers, I need to have a simple program written to support uploading ability for both audio and visual. End user would have the ability to upload unlimited pictures (include a visible text box) and then make up to a 3 second audio recording for each picture. Once the user has saved their pictures and audios. They would have the ability to play their picture/audio on a continuous loop setting with the ability to control the speed/time of viewing (or have an auto speed/time setting). The program would begin slowly and pick up momentum flicking through pictures with audio gathering speed with capability to be sped up to x1000,000. User would both see and hear their recording (even though it would be illegible to their conscious audio visual senses) Please send me samples of your work and if you have any further questions relating to clarity of project please ask away.
