Automation Scripts to install software

I am looking for a vbscript/javascript that can be compiled once completed into an executable. What the script is essentially doing is automating the process of installing windows components, checking to see if it can go out to the internet, downloading an msi file, installing it. In the process it will need to run checks to see for example if the I386 folder exists for installing windows components and possibly send an email indicating it does not exist. I would like this script to be reusable such that if I run the script multiple times on a windows 2003 system, it will determine that certain windows components have already been installed and will not initiate another install of them or it will not recreate a folder that was created previoulsy by the script.
