Component that lets car owners rent out their car to drivers

This is a component that will be used for the Swedish market. We wish to build this for an CMS such as Joomla or Drupal. Basically this is what is needed: 1. Drivers search the website to find the car they wish to use and place a booking request for a specific duration of time (hours, days or weeks). This driver can see general details for this car including the owners preferred method for pick up and which postcode it is in (but not the exact address). 2. The owner of this vehicle receives an email and text alert(on his cellphone) with this request, containing profile details of this driver together with the times and value of this proposed booking. The owner knows that this is an approved safe driver but can also view profile details including name, location, photo, hire history and feedback from any other car owners they have rented from in the past. This request might be from a friend, family member, or from a sensible neighbour who lives nearby. The car owner is free to accept or decline any booking. 3. Once this booking is accepted, both parties automatically receive an email and text(on cellphone) notification to this effect, including a booking reference number together with specific pick up and drop off details. At this stage the rental price, booking fee and any excess payment due is debited from the driver’s credit card. The owners car is automatically insured for this driver for the agreed duration of hire (without affecting the owners existing insurance). The owner is reminded to make sure that the car is fit for purpose and the driver to drive safely. 4. An hour before the booking commences both parties are sent text and email reminders of booking details. The owner is provided with the last 4 digits of the drivers driving licence and told that this must be verified (together with the unique booking reference number) before they should hand over the car keys. 5. The owner and additional driver meet at the agreed location and confirm identification using the booking reference number and driving licence verification. Together they examine the vehicle to ensure it is free from obvious fauts and damage and compare the vehicle with the owner's car condition log. The driver is obliged to have the owner mark, sign and date any additional damage that is not visible on this sheet. 6. When both are happy the driver takes the car and drives sensibly. 7. An hour before the return time, both parties are sent text and email reminders of the agreed drop off time and location. 8. On returning the car both parties again assess the car. Any damage for which the driver accepts responsibility must be flagged on an owner's excess claims form at this time. 9. Both parties feedback on the booking. Any damage needs to be raised by the car owner within 48 hours of booking return. 10. Car owners gets paid directly into their bank account each month.
