Create a (rather simple) short-film competition website

Sorry for my bad english. I need a good programmer to create a short-film competition website from this screenshot: [login to view URL] Like you can see, the design is rather simple. What isn't pictured is a timer that counts down until the competition is over. The general idea is that people submit their short films for free and $10 gets added to the prizepool.
