Custom PPD Script- Pay Per download

I'm looking for a custom PPD "pay per download" script. If you don't know what a PPD site is used for, then i'll explain it in the simplest way possible. A PPD site is a way for people to earn money by uploading files, documents, and etc. People share the links given to them after uploading a file, and with that click they can promote it and have other people download their files but in order to download the site, the other people have to complete a quick offer from either a custom gateway or a gateway from a affiliate network like Adscendmedia. So when a offer is successfully completed, the user is then allowed to download the file and the person who uploaded the file get's paid a certain amount $ from that download. Since this script is going to be a custom script, I would like the following... 1-Admin Panel with sign up tracking, fraud tracking, statistics, postback setup, content gateway setup, and etc 2-User Panel with user profile, file uploading, files uploaded, earning statistics, chatbox, monthly & week leaders, forum, referral system, promo code system, and etc 3- More details will be given to the person who wants to do this for the right price. I do not want a script that is copying any of the current popular PPD sites out there, I want a custom made script with a custom source code. Also I am paying for all rights to this script, so reselling would eventually need to a law suit to whoever wants to do this job.
