Cell Phone Video to Web server. Technical Experts Only for Advice Only

This project is for the most knowledgeable people out there on the topic of Cellular Phones/ Video and Transmission from phone to web. All you have to do is tell me what technologies can me used to do this with only a web server and php scripts and a cell phone app. You must be Technical about it not passive. Recommend to me ways that we can achieve this and any other ideas that you may have on this topic. The winning bidder is expected to be knowledgeable on this topic and what technology may be used to achieve the final result. You should be able to clearly write to me and explain what I can do to achieve this goal. This bid is for explaining to me what I can do (how) to achieve my results.
