Each 20% will be created upfront before the next 5 deficiencies are fixed. But the advantage is that they can they can be released when the 5 deficiencies have been fixed. Then before the next set of 5 deficiencies are to be fixed, the 20% milestone for the freelancer will be created in advance. Thus no need to have full project fees inside milestone at the start of the project. This is to guard against freelancers who decided to quit the project halfway through. But if they finish, the entire fees paid will still be the same to the freelancer, without any cent less as per the fee they bid. Because 20% for 5 deficiencies * 5 times=100% for the 25 deficiencies.
