Build a Web app; referral signup tool - HTML/CSS already completed

Hello! I'm looking for a PHP or Ruby on Rails developer/development team to build a website that allows a user to create a referral marketing tool and place it on their page. The HTML/CSS has already been created, we only require you to complete the PHP/Ruby code. Features/Pages - Register & Sign in (collect first name, email and password) - reset password functionality also required 3 steps to create marketing campaign plus preview campaign: - Step 1.) name campaign, campaign end date (if any), what URL the campaign relates to. - Step 2.) add rewards - for example, 5 successful referrals = free coupon, 10 successful referrals = free product (users can refer through a unique link ID, facebook, Twitter and email). Choose whether a reward is physical product or digital good - Step 3.) Choose overlay or full page. Then allow user to edit page text. Allow user to edit email text too (referrer will receive an email every time a user has signed up through their referral link [cookie should be generated when a user clicks through on a referral link, this cookie should last 30 days]) - Preview and generate code - this code can be installed on their desired web page - IP blocking for more than 2 sign ups from same URL - Analytics to show user how many times link share has led to a signup and whose link it was, clicks, compare between dates - display on a chart using open source chart software. - edit profile modal (change password, change name, change profile pic [allow user to crop], and change email [user must verify new email before email is successfully changed]) - campaign overview - a quick view of created campaigns - Reward fulfilment - let's user know which of their referrers have received rewards (i.e. Those that have earned X sign ups under their referral links to earn free product, or digital deliverable). - contact page - help page (static) - home (static) - upgrade account; monthly subscription - 3 payment subscription payment tears, accept payments by Paypal - how it works page (static) - pricing page (static) - simple admin dashboard with signups, created campaigns, total campaign clicks and total campaign successful referrals These are all the features pages - 14 pages & 3 modals (edit profile, register and sign in).
