Changes to website

I need an expert to quickly add a small feature to my website and to adjust the responsiveness of its mobile version as well. My website works similarly to freelancer.com in a way that puts together buyers and sellers of services. When a buyer purchases a service, the website sends out a notification to different service professionals. The fastest service professional to click that Accept button, gets the job. Now the feature that I need added is when the fastest service professional clicks the accept button, all other service professionals that also clicked the Accept button but not as fast as the winner, will see in their dashboard a button that says No longer available instead of seeing the Accept and Decline buttons. Once the above feature is added, I will need you to adjust the responsiveness of the website so that it once again all webpages look good on mobile devices and ipad.
