Changing whmcs DB to support UTF8 Hebrew language

Hello, we have whcms in hebrew but some pages doest not support UTF8 in DB so we contacted whmcs support and they told us to do that: The issue is that the tables in your database are using at least 3 different collations: utf8_bin, utf8_general_ci, and latin1_swedish_ci. This can cause many issues with storing data in the database, as each one of these has different levels of support for character sets. The WHMCS installation procedure and official addons will always attempt to use utf8_general_ci, so this would suggest that at least some of the tables were manually altered after installation. To resolve this, you will need to convert all tables to utf8_general_ci, check any data contained within them, and correct it as needed.
