database website

Description of project: I need a website that is an online database where they can be searched free of the input data and data can be entered by registered users (with confirmation of email address). Once you insert a new data or comments should be notified via email who has in the past added data member. Registered users can create their own list of "favorites" from which to be notified of new entries. There will be eight e-mail generated pro-forma which will be sent at different times depending on the answers that the members or groups which give the time to fill in web forms. The web modules are accessed via hyperlinks in e-mail messages that members receive and groups listed on the website. There will be about 15 pages including home page, junction profile page and web forms. I'm looking for someone to provide the back-end functionality, as well as graphics (simple). The site must include multi-language operation (added in the future). operation: the user can enter any data of a specific member who wants to register, if the data is already in the database is proposed to add details and finally the feedback (text, photos or video), if the data is not in the database is creates the member with the known data and its feedback. If a user is recognized in the profile must register confirming an email address and can comment on the feedback received (in the future it will become in payment, predict).
