Custom OS Commerce work

I'm setting up an oscommerce site that's shipping from Toronto, Canada. Part 1: I need a oscommerce custom module that would ask site users their postal code when they first visit the site. Users whose addresses are within a 60km radius would automatically be provided with a local delivery option when during check-out. Users would also be able to choose a "delivery window" for example 9am to 12pm or 12pm to 5pm. Part 2A: I need a custom adminstration module that would allow the main site administrator to create local delivery zones. For example: the Toronto area could be divided into four delivery zones. Each zone would be devoted to a specific delivery driver. Part 2B The delivery drivers in Part 2A would need to be able to log into the site and see the orders assigned to them and fulfill the orders accordingly.
