Add Animated Glitter Images to Photos and Pictures Script for my Website

Hello I am looking for really a simple idea. I have an idea of how it can be accomplished but do not have the time to complete the project. What I need is a Online Composite Photo Editor Or Gif Script that will let my users add animated glitter images on top of Photos,Gif Graphics and Png Graphics. They upload the photo then choose which animated glitter Graphic they want to add to it and then saves the Image as one animated graphic. If possible they could add the codes to add the graphic right from the script for html and forum bb codes to direct link to there graphic with a link back to my website. I will supply all of the Glitter Graphics and clipart I just need the Script. I have attached a small example of what I am looking for the script to do. It will have the Photo they uploaded or graphic. Then they add another animated Graphic on top of the photo and then save it as one graphic.
