Consultation needed ASAP!

I am needing someone who is native english (I don't want to waste time trying to understand each other). This project is for a short time, probably only 10-15 minutes, of consultation via windows live messenger. I am looking at creating an online newspaper for my local paper and needing to talk with someone to have a better idea of what platform works best for this. It is for a small weekly paper that is only 8-12 pages each issue. Do not bid if you have no feedback or if you have no scripting experience please. Since this is for only a short consultation, I will only pay $10 tops. I understand that you can't bid below $30, so place in your bid that it is for $10 not $30, so I know you understand on the payment. When I accept a bidder, I will place money in escrow after person has added me to their messenger so I know that they are available. Then will release after consultation. I want to have this consultation within the next 3 hours. If you will not be available, please do not bid.
