Creation of ultimate file sharing program

I have an idea for a peer to peer file sharing network.. there is a possibility of generating revenue from banner advertising. This would be different than other file sharing programs as there would be servers that are utilized and people searching for downloads could search directly from a website rather than having to download a program. I think that if this is possible, meaning that it wouldn't get shut down, this could be the premier file sharing network as it could be un-edited and easily used. If you think this is possible, using foreign, non- U.S. based servers so as to not have the site shut down please respond. I am looking for partners in doing this and the idea is in the early stages.
