dns help

i am having dns issues on my linux/apache/cpanel/WHM box. i know that for someone that knows what they are doign this is a simple fix. i have a friend that can do it without using whm, but i am under the impression that it needs to be done from within whm. so this project will be given for $5-10. the choosen person must be from the US and be able to fax/sign a contract. future work will be available to this person. thanks in advance james
