Convert JPG design to HTML

Hello, this bid request is to create an HTML file with all related images from a JPEG. The code will be used in an email marketing system. The coder will need to follow instructions in terms of which parts of the template should be editable. If you are comfortable uploading the new template and images to our email system, please make this clear in your bid.
