Customised Pixel Advertising Script (PHP)

I need a pixel advertising script with heavy modifications made to it. The script will support regular account users to update information in their account and this information will be presented on the website. It will NOT be a STATIC application like most other pixel advertising websites.
The user should also have a good understanding of the timer script used in sites such as [url removed, login to view]
The site would have: -
1. A front-end (similar to pixel advertising boards)
2. A user account system for people to log in / out and modify details as required (similar to certain pixel advertising boards with some modification)
3. A back-end that would allow me to remove / modify details from user accounts, hence changing what the front end displays
I require the services of an expert in the following areas:
- PHP scripting (including pixel script modification and the creation of user accounts)
- Experience using and implementing Pixel Advertising Scripts and user accounts
- Experience in creating well-presented, polished web sites
As well as the finished product you are to complete, I require a copy of ALL CODING used for the project to be provided with comprehensive commenting provided throughout ALL parts of the job so I can track / modify changes as required.
*** Please note that I am NOT after a simple clone of a pixel advertising site. The site requires extensive PHP knowledge, so if you are NOT confident and experienced with all three of the above items, please DO NOT bid on this project.
Please also have your past work portfolio ready (preferably showing your experience in PHP and Pixel Advertising websites or similar projects).
## Deliverables
Files relating to project will be provided to the winner of the bid.
Additional work relating to Facebook / Twitter status updates may also be required in future after project is complete, so there is definitely potential for more work after project is complete.
