build database/ email program

Project: build a database that imports and filters a large amount of data (which comes in the form of a .txt file daily) according to a specific set of parameters. Need to be able to easily add additional filter parameters to the database. On the user side, need to build a Wordpress-based website interface where subscribers sign up and enter their own filter parameters, then are automatically emailed the filtered data on a daily basis. Please send work samples and send a short note demonstrating that you understand the concept.
