Create WebClass for access data via WebAPI in JSON format

One of our strategic partners publishes a web based api for access to their data in JSON format via the web. We are seeking a programmer that can create a WEBCLASS that wraps all the api calls into a set of tools that can be accessed and used in our asp.net application. The webclass MUST be written in VB and we require the source code so that we can maintain it on an ongoing basis. We have already started the project and have samples on how to access the data, however, we have determined that the manhours required to finish the project warrant a potential outsourcing.
