We need PHP code that integrates with the China Mobile SMS Gateway API. Since the website is in Chinese, we will need someone that reads and talks Chinese language for this task.

The tasks that need to be done are:
- Register an account with the service that will be transitioned to me after the project is completed (Note: you will need to purchase a SIM card from China to do it - the cost of it should be inclusive in the bid)
- Read the documentation on the site on how to send SMS via HTTP
- Write a PHP script that sends a basic SMS message to the phone number used to register the account with multiple messages in english and chinese. (The script should be executable over the cli and not necessary over the web)
