Create ActiveCollab Module

Greetings!

I would like to have a module created that allows the following:

Attaching hourly rates to ticket categories

Creating invoicescsv exports of hours that reflect the hourly rates of time logged based on the category of the ticket against which the time was logged, and the category of the ticket.
