Convert Visual Basic (VB) to PHP

This project entails the conversion of a VB6 (Visual Basic 6) application to PHP 5.3 for use on our web site. The application's purpose is to capture variables entered by a user, process them through functions, query a database for answers, and return results into data grid. The application has a large amount of form fields that are required for users to enter data - some screens contain ~40 input fields. A third-party web design agency will design and build HTML mockups for the design. This bid is for the absorption of those HTML designs into working PHP. One UI item of note for this application is a graphing feature to display information. It is anticipated that this graphing feature will be included in the PHP conversion, and the developer should make use of popular third-party charting tools (such as Google Charts) The current VB application does not use classes, but rather functions included into the form files. We desire that the PHP application follow a standard MVC application. If you use a certain framework to achieve this, please note that in your submissions and ensure that any future upgrades to the programming framework will not be reasonably altered after an upgrade (I.E., custom functions in the framework source, etc). There is an accompanying MS-Access database that the VB application uses for querying. That database's information will need to be converted to MySQL and referenced by the PHP application. HOSTING You will be provided a development hosting site by which you can upload your files via FTP, but will not have access remotely for MySQL. MySQL changes must be exported to a flat SQL for uploading (hosting company security policy).
