Build a Website for public use

I'm looking to have a quick website in a secure server. the website is simple contribution from my side to the youth's of Iraq who wants to make a declare their free opinion and and to publish their articles, photos of what is going on in Iraq in terms of commercial, political and public daily events. The website will support different languages ( Arabic, English, French, Kurdish) in order to turn the international as well as the public's opinion. I need the website to be in a safe server, and to enable anyone to upload his own contents freely ( through mobile, internet, twitter, facebook, youtube, movie, pics....etc) Please send your proposal with your final price, the time frame and any ideas to improve it and make it more friendly use.
