Build new paid advertising website

Hello I am looking to have new website fully built from scratch. This project is for a paid surf website similar to [login to view URL] Please be familiar with this or other similar programs before bidding. The site will need several systems to do the following among other things: Allow user to: - maintain an account and track credits / funds that they've deposited with us. - submit site url that will be displayed to viewers - recieve credit for viewing sites - withdraw funds minus fees The system will: - open a window that displays advertiser's website for 15 seconds before user can advance to next website. Displays 12 websites in all and takes viewer to a voting page that displays thumbnails of the pages he just saw where he can vote for 2 best sites. What they are voting on is not relevant here and I don't want to give secrets away. - system issues viewer's account a credit that activates his ad for that day. - system issues advertisers who's ads were voted for a cash credit. - system takes ads out of circulation upon reaching certain level of votes. - Backend of system allows for tweaking of the rules i.e. how many votes a user can get, how much cash credit a vote is worh, how long each cycle can run, manual additions or subtractions of how many times an ad runs etc. These are the major aspects. Smaller details can be discussed further, but I don't want to give my whole idea away here. Please don't bid unless you speak fluent English and intend to stay in constant contact. I need weekly communication in the very least if not even more often to stay up to date. Good communication is very important to me. I'm very easy to work with (I have an excellent buyer rating on RAC)but I do need good communication.
