CMS skin modification

Hello Guys, I needed to get a new skin for a CMS on our website. We have an existing skin whose layout needs to be modified. The skins are easy to make for anyone versed in php. Its extremely simple, but we need someone to help us out with modifying the existing layout and converting the site to look like a newspaper design. Its mostly a question of arranging the layout and modifying the space to accept plugins. The new needed layout needs to look like that of a newspaper and would contain a max of 3 designs.
