Classified program in PHP

I am reposting this project. first programmer was sick so had to cancel. ************************************ I need to make a simple classified website, similar to everylist.com. it needs to be done in PHP / MYSQL. ------------------------------ requirements for this project ----------------------------- this lists all the pages that must be done 1. index - the main index page (default location is set in the ACP, admin control panel) 2. post - shows the post + comments (if comment is enabled) 3. city page - shows all the city 4. contact user - contact the poster (user email, name field) 5. registration page - 3 field: name, password, and email field 6. submit - where user submit the post (email, title, photo upload field) 7. admin - main - main settings for entire site, items per page, etc 8. admin - location - edit/remove cities, 1 field 9. admin - manage category - edit/remove category 10. admin - email block - add an email to be blocked, 1 field 11. admin - email - manages user's email (just shows all email in the dB) 12. Search box - let users search by category (main category, not subcategory). checkbox to let them search every campus. results can be shown like the main index page. I had this done before for only $100, so that is the maximum I will pay. But I will give a bonus if it is done fast (couple of days?).
