Clone of Wap Site

I would like a clone of the wapsite http://wen.ru. This is a Russian site but it does have English in it and should be easy to register and see what functionality is needed. You will need to use a browser such as Opera or FireFox with the WMLBrowser plugin to view the wap pages. I am working on a tight budget and need something simple in PHP with mostly functionality and not too much design. It should have very similar features to [login to view URL], specifically where users register a sub domain and can manage content on it. I use cPanel and the subdomain creation can be left to me to automate. Please note that generic responses to this project will NOT be considered so please message me a proper response regarding the project, what you understand of it and what information you require.
