Create Drupal Page Layout with Jquery Image slider

We need a designer to create a new page, NOT a new layout. Just upload a new background and create a new image slider using an existing Drupal layout/content type. Please see attached the background CSS for upload, and the images for the slider (jquery). Also, we would like this page to be the new front page of the website (we will keep, but disable the current front page, which we intend to use as the front page in 2015, when we have fully developed the entire site). Also, we would like to add an image field to one of our current layouts. Finally, we are cannot currently upload any images to our image fields, and we would like you to troubleshoot the problem (we believe it is a database problem). This is a simple project, but we have other projects in the pipeline.
