I need C++ code to detect all video cards installed in a user's system and retrieve the name of the card and the approximate amount of memory on the card.
This code needs to work on Windows 98 or newer, and if run on Windows 95 it should fail gracefully.
A sample exe that dumps this to a file is also required to quickly verify the results. The format of this file isn't important as long as it's readable enough to verify the code works.
NOTE:WMI is not available on a base Windows 98 install and DirectX is limited to version 5.
It's important that the final solution be small, so distributing the DirectX runtime or WMI runtime is not a viable solution. It will need to work with the resources provided by a base Windows 98 install.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

I've updated the requirements, you may want to review them. Notably it mentions that if DirectX is used DX5 is the latest version available and providing the DX runtime is not viable since the resulting exe needs to be tiny.
## Platform
Windows 98+ should return usable values. On Windows 95 if the information cannot be retrieved it should at least fail gracefully (LoadLibrary and GetProc optional functions, etc).
