Custom WordPress Plugin: Email User Centre Info

I require a custom plugin for our WordPress website. If there are existing plugins which can be used to achieve our requirements then you may propose this however you must disclose that this is your solution in advance, and it must answer the exact needs we have. The website is for a provider of examination courses which take place at a number of centres around the world. There are a number of different courses which take place at centres situated in different centres in various cities in various countries. We wish to have a database in the backend of WordPress to manage the centres and for each choose which courses are available at the Centre, and which City and Country they are in. Users will complete a form on the website with various information about themselves (Name, address, email address etc.) and also select their Country, City and the Course they are interested in. Based on this information and an email template, the plugin should then populate the email template with a list of all centres in the City they have chosen which offer the Course they have chosen and send the email to the user based on the email address they have entered. For each centre there will be a template to be included of what information to show in the email. Both the general email template, and the template of each centre's include, should be editable from WordPress' backend. All information entered by the user in the form should also be stored in a database in WordPress which can be exported as a CSV file. Currently we are using Contact Form 7 and Contact Form 7 DB to manage databases of all contact forms. Ideally this would use the same. The form must have email validation (i.e. enter email twice) and reCAPTCHA from Google as on all our other forms. The styling of the form should be the same as other forms on our website (use same CSS). The solution must be compatible with all main browsers (including but not limited to Chrome, Firefox, Safari and Internet Explorer). Please ask any questions you have and explain your solution to me. I will only choose a freelancer who understands the problem and has a solution that will work. We expected there to be a plugin we could use for this but have been unable to find one. As such we do not have much budget assigned to this project. If you're able to use existing plugins to complete this it is ok but please disclose this. We have other projects for the same website so hope to find someone to work with long term. Thanks
