Convert css website to wordpress(repost)

I have a fully functional STATIC website that i would like to convert to wordpress

I am very particular about what i want and i want the theme to look exactly as is on the website (link will be provided to bidders)

Here are my expectations for this theme:

~ Code into Tableless CSS and XHTML strict

~ CSS and XHTML codes for all pages must be valid

~ Compatible with the latest wordpress version

~ Widget Ready theme

~ It must be a fully functional wordpress theme ready to be uploaded. All php pages should be present, [url removed, login to view], [url removed, login to view], [url removed, login to view] etc

~ Theme must be SEO friendly, when using permalinks for posts or pages, we dont want links like [url removed, login to view], instead we want [url removed, login to view]

~ Theme can be fluid (preferably) or fixed (fixed theme must fit all popular screen resolutions with no left scrolling)

~ Must be compatible with ie, firefox, opera and all major browsers

~ Graphics must remain the same crisp quality

~ The main page of the site will feature snippets of various blog categories

This theme will contain some permanently positioned items that will be hardcoded into the php/css, like the top header, top links and main header, event gallery image and sidebar links...it should still be widget ready incase i want to add more items to the sidebar (see [url removed, login to view] in attachment)

The main page of this site will contain columns with snippets of categorized blog posts, for example, Style Notes category, Stylist top picks category, The Essentials category, What's hot category, About us category. (see [url removed, login to view] in attachment) Take for example the Style Notes category box, the latest post with category style notes should show up in the style notes column. Same goes for Stylist top picks category, The Essentials category, What's hot category, About us category.

The google text ads are ok because they rotate everytime you refresh but the banner ads were added manually so we would like to have a new ad show up everytime page is refreshed, hence we need some sort of banner roation script i guess? Whats your suggestion?
