Design and Code a Search Engine like bing.com

Design the design and code for a search engine, similar to google or bing. There will be two parts to this project. The first part, the main part, is a general search engine, with sponsored results filling the first three positions of the search engine, and more sponsored results to the right. The second part, a subset of the main search engine, will be a search engine targeted to legal results. There will be a back end section to the website, where the administrator can approve advertisers, organise payment from advertisers. If possible, the administrator will also be able to track how much is being spent on advertising and how many people are visiting the site and tracking what type of searches they are undertaking. If possible, the search results will exclude any R-rated content/pornography, and it will exclude any indecent material. A bonus will be if the coder will be able to move the search engine onto an iphone/android application. Further details will be discussed with the coder.
