Design mouse over menu in wordpress

I want someone to code/design a top menu like the one in [login to view URL] into my wordpress website. where you put the mouse over the menu (not clicking it) and the latest news on the category will appear. Only the latest 5 news and only text. Before the text there; will be the time the news was published. The logo will be on the far right side. Screenshot can be provided.
