I have read through your project requirements and I know I can get this done quickly and professionally for you. I can write a Perl script for you to do the following; first, check the website and pull down any new CSV files that do not currently exist on our local disk, next loop through any new CSV files - read in the header row of each - create a new table with the appropriate column names - add the spreadsheet data to the new table - and finally, using a table in database, mark the CSV as having been processed so we don't reprocess it. I'll use the following additional Perl modules to make it happen: DBI and DBD::mysql for the database connectivity and LWP for the web site CSV file scanning.
