Artist wanted ASAP

Need an artist to take the attached photo and redo it into a line art image for tattoo... This is more than a quick photoshop as I can do that... The picture is a cloud blowing wind from frontal view - i need it from a side view.... The picture is low quality and has to be TOTALLY redon. Unless you can do a new drawing from beginning to end, please don't waste my time with a cut and paste job. Thank you.
