For your project, a SIM is necessary if you want a wide coverage and If you want to give the customer freedom to choose the operator that he wants. Products that do not use sim, likewise charge a monthly fee because they have an agreement with an operator and need to pay the charges. If you do not want to use sim or generate charges for its use, you need to implement your own structure throughout the region / country / world (antennas, repeaters, generators, etc.) if you want to have broad coverage, or, you can use some other Communication technology (Bluetooth, Wi-Fi, or some with your own protocol) but with a reduced coverage (up to 100 meters).
