advise from iphone app developer

What is the best way to make a technical description for you as a developer, what things do i need to know before writing a plan? How are app's filled with new adresses? Is the app communicating with an online database or is an update required? Give me price for skyping with you for 60 minutes. Please mention when you have allready built iphone app's.
